Society is also to blame because it is an accomplice in the exploitation of the homeless. According to Ginger, the government turns “a blind eye” (Daily Routine Orders 9, 50%) to illegal and potentially dangerous living conditions for the homeless. Captain Hook, for example, takes the homeless off the streets and out of tourists’ sight, so the authorities ignore the hazardous conditions on his boats:

Fire, health and hygiene – he must be well out of line, but nobody’s bothered. I mean, he’s getting kids off the streets, see? Packing ’em away where the tourists can’t see ’em, so the powers that be turn a blind eye” (Daily Routine Orders 9, 50%)
